Dissolve sugar in warm water.
Add yeast.
Set aside for 15-20 minutes to activate the yeast.
In a separate bowl or stand mixer, add flour and salt.
Mix.
Add in melted butter. Incorporate.
Mix in chopped chives.
Pour in activated yeast and start kneading.
Add the milk slowly and continue kneading to form a smooth dough (about five minutes with a stand mixer).
Cover and set aside to proof for 1½ hours.
Punch down.
Divide into 12 equal portions.
Fold each portion onto itself and roll on the countertop to form a smooth roll.
Place on a buttered or parchment lined tray.
Repeat for all 11 other rolls.
Cover and set aside to proof for 1 hour.
Preheat the oven at 350°F for at least 15 minutes.
Place the tray in the oven.
Bake for 25 – 30 minutes.
Remove from heat and place on a baking rack.
Serve hot.
